Project Background:
East River Road (CSAH 1) is a vital transportation link for the cities of Fridley and Coon Rapids, as well as other Anoka County residents and business and other stakeholders in the region. It provides an alternate route to Minneapolis for working commuters and pass-through traffic, but also provides local access for residents and businesses. Based on the 2030 Comprehensive Plans of Fridley and Coon Rapids and Anoka County’s 2030 Transportation Plan, it is apparent that there will be increased pressure placed on this corridor in the next 20 years, making it imperative that needed short-term and long-term transportation improvements be identified. To accomplish this, the cities of Fridley and Coon Rapids are working Anoka County and with a consultant team led by Kimley-Horn and Associates to undertake an East River Road (CSAH 1) Corridor Study. The study is in the final stages, and will be completed in early Spring 2012.
Project Description:
The project area includes the five-mile stretch of East River Road (CSAH 1) between Highway 610 in Coon Rapids and Interstate 694 (I-694) in Fridley from north to south; from east to west, it includes the area between the Mississippi River and University Avenue, about a one-mile wide stretch.
Priorities of the cities of Fridley and Coon Rapids include developing future land use options and understanding the resultant affect on traffic flow, mobility, and safety; developing a more multimodal transportation system including transit and trail connections; and making improvements to the visual quality of the corridor. Anoka County’s primary objectives for this project are to improve safety, integrating a multimodal approach, and relieving congestion. Elements of the State Health Improvement Program (SHIP) will also be integrated into the concepts developed for the corridor.
The study has four main work elements which will culminate in a final corridor study report:
Advisory committees, public open houses, agency meetings, business and property owner meetings, widely communicating project information, including a website
Public and Committee Involvement:
The project Technical Advisory Committee (TAC) meets monthly to discuss project issues and plan for upcoming project tasks and events. Core membership of the TAC includes staff representatives from the cities of Fridley and Coon Rapids, Anoka County, and consultants.

The Policy Advisory Committee (PAC) is another important avenue for participation. The PAC will meet 3 – 4 times throughout the life of the project to discuss project progress. Membership includes city council members from each city and County Commissioners. PAC members act as liaisons to these groups of elected officials.

Local stakeholders are also important participants in the project. The public will be engaged throughout the project schedule via specific residential property owner meetings and business meetings. In addition, public open house meetings are also planned, to share and solicit input on study progress and findings. The first round of open houses were held September 16th and September 21st, 2010. Approximately 150 people attended these meetings, and provided feedback on their current likes and dislikes about the corridor, and what they vision for the corridor in the future. The results of this visioning process are captured the Open House Visioning Summary provided below.
The second round of public meetings was held March 3rd, 2011. Approximately 150 people attended the two meetings held that day. The purpose of these meetings was to share initial ideas for corridor improvements relating to roadway, trails, and visual quality. A short status presentation was given and display materials were available for public review and comment. Attendees were encouraged to spend time speaking with staff and writing their comments on the various layouts. This input will be used in the refinement of concept recommendations for the corridor. In September 2011, a series of four neighborhood meetings were held along the corridor in Fridley. These meetings were held outside (weather permitting), at the end of a potentially affected street. This afforded the opportunity for neighbors to review proposed access changes on a layout while also visualizing what they might look like “on the ground.” A similar meeting was held in Coon Rapids on November 14. The input received at these meetings was considered in the final study recommendations.
A final round of open houses will be held on January 18, 2012. Please join us to hear about our proposed recommendations and offer feedback before the study is finalized.
