The Juvenile Non-Secure Program (NSP) is for youth who are experiencing problems in the community, but who do not need secure placement.

Description of Service

Services include:

  • Detention/Hold, short-term placement (30 days or less). Placements occur because of neglect, abuse, status offense, waiting placement, minor delinquent offense, respite care or diagnostic assessment
  • Weekend Program Includes a behavioral consequence program and an opportunity to reflect on the consequences of behavior
  • 5-Day to 60-Day Programs These programs require youth to complete:
    • A 5- to 60-day consequence program
    • A behavior contract
    • School work referred by the home school district
    • Daily living responsibilities and group counseling
    • An examination of individual risks and needs
  • Diagnostic Assessment Within a four-week period, these assessments can be conducted:
    • Psychological
    • Educational
    • Psychiatric (if needed)
    • Behavior
    • Group living skills
    • Family issues
    • Legal history
    • Past placements
    • Health history
  • Long-Term Treatment For females for whom the court orders a stay of 30 days or more, or whose case plan requires it, the program provides:
    • Treatment contract
    • Psychological testing
    • Group therapy
    • Individual counseling
    • Parent/Teen group sessions
    • Family counseling
    • Recreation
    • Psycho-education groups

Beds Available

The Juvenile Non-secure Program is an unlocked, 24-bed facility in Lino Lakes housing males and females, ages 12 to 17. Referrals are accepted from Minnesota Law Enforcement, social services, corrections departments and the court. To make a referral, or check daily bed availability, call 651-783-7531 or fax 651-783-7574.
